This bill passed the House and has been sitting in the Senate for about 6 months now.
Seems likely it is just one of those bills that the Senate Majority Leader Mitch McConnell (aka Moscow Mitch) just won’t let reach the floor for debate. (For an example see Why does “Moscow Mitch” oppose election security ????).
The bill does not seem to be complicated or partisan. But if Senator McConnell thinks it partisan, he could ask one of his Senators to propose a Republican version like the bill proposed a few years ago by Senators Toomey and Manchin

This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals).
Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check.
The prohibition does not apply to certain firearm transfers, such as a gift between spouses in good faith.
Universal background checks will not stop all gun violence but sensible gun law changes do make it a bit harder for the bad guys and will probably save lives.
I don’t think the Senator McConnell’s intent is to make life easier for the bad guys, but that is what he is doing.
